How Often Should a Water Tank Be Cleaned in Dubai?

A potable water tank in Dubai should be emptied, cleaned and disinfected at least twice a year. Dubai Municipality's Technical Guidelines for Quality of Unbottled Drinking Water, DM-HSD-GU17-DW2, issued 25 September 2024, set that minimum at 50 mg/L of chlorine, with an internal inspection at least monthly and a drinking-water test at least every six months.

Twice a year is the floor, not a reason to wait until the water tastes wrong. The guide covers hotels, schools, nurseries, commercial and government buildings, labour accommodation and residential buildings, plus the companies that clean them. Cloudy water, smell and grit are covered separately in seven signs a villa tank is overdue. Book the work through water tank cleaning.

What Dubai Municipality sets as the minimum

Section 8-3 tells the owner, principal manager or person in charge to empty, clean and disinfect every water tank with 50 mg/L of chlorine at least twice a year. Covers stay intact and fixed, and the tank is inspected internally at least monthly. Cold water at the outlets is kept below 20 degrees Celsius. Hot and cold pipework is disinfected at least twice a year to a free chlorine residual of 1 to 2 mg/L for one hour, each outlet running at least five minutes, and again if bacteria are found.

Drinking water is tested at least once every six months against UAE.S GSO 149:2021 by a laboratory accredited by the Emirates International Accreditation Centre (EIAC). Section 9-2 also calls for a sample a week after the regular clean, a week after any emergency disinfection, after a failed result, after major pipework changes, and when a new water source is added. A failed result must be reported by the owner or the owner's representative.

Section 5-3 says the cleaning firm must be approved by Dubai Municipality's Food Safety Department, Registration and Permit Section. It keeps a report of the chemical, the dose and the method, and staff who enter a tank need confined-space training on file. The firm writes to the owner about a leak, an overflow, a weak flow or any other fault. Quick Pest Control LLC is approved under Establishment No. 997881. The visit follows the seven-step clean and ends with an independent laboratory test and a certificate.

Legionella sits in a second document with the same tank interval. DM-HSD-GU44-LCWS2, version 3, issued 13 September 2022, covers hotels, schools, commercial and government buildings, residential buildings and labour accommodation. Its domestic-water checklist repeats the 50 mg/L clean at least twice a year, the monthly inspection and the fixed covers. The general checklist asks those premises for a valid tank certificate and a maintenance contract with an approved company, and it points to Local Order No. 11 of 2003 for accountability. The guide names Dubai Municipality's call centre, 800900, and dm.gov.ae for questions.

A cleaning schedule for villas, towers and kitchens

The shape does not change with the property: two full cleans about six months apart, and a monthly look at the tank. The diary, the number of tanks and the paperwork do change.

Villas and townhouses. Homes in Arabian Ranches, Dubai Hills, Mirdif and Jumeirah usually have one rooftop tank, and some have a second under the driveway. Clean both on the same date. The duty sits with the owner or the owner's representative. A tenancy contract can say who pays. It does not replace the records. Villa water tank cleaning covers a single tank in one visit. Smell, cloudiness or grit means booking now, using the signs guide, not waiting for the anniversary.

Towers and managed buildings. A block in Dubai Marina, Downtown Dubai or Business Bay may have several roof tanks, a break tank and an underground tank. Every tank is in scope, not a sample of them. Building water tank cleaning refills one riser before the next tank is drained. One certificate and one laboratory report per tank.

Restaurants, hotels and labour accommodation. The certificate has to be in date when an inspector asks. Premises in the Legionella guide's scope are also asked for the test file and a maintenance contract with an approved company. Restaurant and hotel tank cleaning is booked outside service hours. JAFZA and other free-zone sites follow the same municipality rules, with the zone access rules set out on the JAFZA water tank page.

Quick Pest Control's plan is two cleans and four independent laboratory tests a year. The extra tests, at the three-month mark, are the company's schedule on the tank cleaning contracts page. They are tighter than the municipality minimum. They are not a three-month rule written by Dubai Municipality.

Why a Dubai summer is not a reason to wait

World Meteorological Organization climate normals for 1991 to 2020 at Dubai International Airport, station 41194, put the mean daily maximum at 40.3 degrees Celsius in June, 41.5 in July and 41.9 in August. That is air temperature at the airport, not the temperature of water in a tank.

The drinking-water guide tells premises to hold cold water below 20 degrees Celsius at the outlets, and it lists poor temperature control, settled sludge, stagnation, scale and an oversized tank as conditions that support microbial growth. A November clean can still leave a film by August if the hatch is loose or the sludge was left on the floor. Clear water at the tap is not proof the floor is clean.

A gap at the lid or an unscreened overflow is also standing water. That is the overlap with where mosquitoes breed in Dubai. Biting adults around the roof are a separate mosquito control job, done with the tank visit rather than instead of it.

What to check in the months between cleans

The six-month visit is the full drain, sludge removal, wash, disinfection and sample. Shorter checks do not replace it, and nobody untrained should climb into the tank.

  • Each month, check the cover, the seal and the vent screen. If the only safe view is from the hatch, book a technician for the internal look the guide asks for.
  • Each week, look for dirt building up, and run taps and showers in empty rooms for several minutes. A villa shut over summer still needs that flush before anyone returns.
  • No certificate on file means the tank is due.
  • After building work, a new pump, a repaired hatch or a new water source, clean before the next date. Section 9-2 already requires a sample after major work.

A shop disinfectant poured into the tank is not the six-month clean. The guide names 50 mg/L of chlorine, a written method and an approved company.

Who keeps the diary, and what the file should hold

The duty sits with the owner, the owner's representative or the person in charge. On a rented home that is often the landlord. On a tower it is the facilities manager or the owner's association. The contract can move the invoice. It cannot replace an approved company, a certificate and an EIAC-accredited test. Hotels, restaurants and labour accommodation covered by the Legionella guide are also asked to keep a current cleaning contract, not an invoice from years ago.

Each tank needs its own cleaning report, naming the chemical, the method and the date, plus the certificate and the laboratory result. Section 5-2 says those papers are shown to a Health and Safety Department inspector on request. A tank cleaning contract is how the two dates, and the tests between them, stay booked when the roof is out of mind.

What does twice a year mean on a Dubai calendar?

It means two full empties, cleans and disinfections, about six months apart, not two looks through the hatch. "At least twice a year" allows a shorter gap when the tank needs it. March and September keep one visit before the hottest months and one after. Count from the certificate. A certificate dated 10 April makes the next full clean due by 10 October.

When should a tank be cleaned before six months are up?

Clean early if a sample fails, if illness is linked to the water, if bacteria are found, or if the hatch is open, damaged or missing its screen. Do the same after major plumbing work or a new water source. The Legionella guide adds an early clean when Legionella is detected. Cloudy water, a new smell or grit at the tap is a reason to book now.

Which papers should a tank clean leave on file?

Take the cleaning report, the certificate and the independent laboratory result, each naming the tank and the date. The report has to state the chemical and the method, which is the record section 5-3 tells the company to keep. Section 9-2 times the routine sample a week after disinfection, not only on the refill day. Quick Pest Control LLC issues the certificate and the laboratory report after the visit.
