Water tank cleaning is rarely at the top of a facility manager's list until it suddenly is. When it moves up, it is almost always driven by one of two concerns, and they are worth naming plainly.
The first is documentation. If somebody asks — an owners' association, a Municipality inspector, a prospective tenant's agent, a lawyer acting on a complaint — can you produce evidence that the tanks serving this building were cleaned, when, by whom, and with what result? The second is tenants. Complaints about water taste, odour or discolouration escalate quickly and unpredictably.
